Why is information to parents restricted just because it is a public-private partnership? This is a community asset and regardless of PPP information on progress should be accessible.
The information regarding the PPP can only be answered by the department. I am not privy to the reasoning. I can inform you that work has begun on the site and it is scheduled for a 2010 opening. All indications are that it is on schedule. Regular meetings are held to fine tune the buildings and furniture etc.
